Ylä-Savon koulutuskuntayhtymä (hereinafter referred to as the ”Client” or ”Contracting Authority”) kindly request tenders for a mobile biochar retort (hereinafter the “Supply”). The delivery includes the supply of the equipment to the Peltoniemi campus of Ylä-Savo Vocational College (address: Kotikyläntie 254, Iisalmi)—ideally by 15 December 2026, but no later than 15 January 2027—as well as instruction on its commissioning.
The biochar retort system subject to this procurement shall be supplied for use in the Education Consortium’s development project and shall comply with the minimum requirements specified in this Invitation to Tender and the Tender Form.
The equipment shall be capable of carrying out pyrolysis processes using a wide range of wood-based feedstocks. The equipment will enable the collection of data on the characteristics and effects of different feedstock materials and support the implementation of the measures planned within the development project. It must be possible to move the biochar retort using a commonly available piece of machinery, such as a forklift, without special attachments.
The subject matter of the procurement and the related requirements are described in detail in RFQ and the following appendices: Appendix 1 (Tender Form, to be returned completed) and Appendix 2 (Draft Contract).
The Client will select one (1) supplier based on the comparison criteria and enter into a contract with the selected supplier. The Client reserves the right not to accept any of the submitted tenders. If the tenders exceed the budget allocated for the procurement, the Client has the right to cancel the procurement.
The Contracting Authority complies with the regulations of the European Commission in its procurement procedures. Bidders that do not meet the minimum requirements set by the Contracting Authority shall be excluded from the tendering procedure.
Evaluation method and criteria
The selection criterion is the lowest price.
The award criterion for the most economically advantageous tender is based on the lowest price. The comparison price is the total price excluding VAT and must include all costs related to the supply.
The bidder must submit a tender for the price of the supply in accordance with the minimum requirements of the tender form in Appendix 1. The total price of the supply is used as the reference price in comparison to the lowest price. The bidder who submitted the lowest price offer will be selected as the contract supplier.

A summary of all questions and their answers will be published on this webpage regarding the call for tenders by 11.9.2026 at 3 pm. Bidders must check clarification information from the this address and take it into account in their tender. Other additional information is not considered binding on the contracting entity. To ensure equal treatment of bidders, questions related to the call for tenders will not be answered by telephone. Summary:
