Request for Quotation of Market Research and Feasibility Study

Ylä-Savon koulutuskuntayhtymä hereby invites tenders for the provision of market research and a feasibility study concerning the establishment of Vocational Education and Training (VET) unit(s) in India.

India is experiencing rapid economic transformation and industrial development, accompanied by increasing demand for skilled labour across technology-driven industries and sustainable resource sectors. At the same time, India’s national and state governments are prioritizing skills development through initiatives aimed at strengthening the Technical and Vocational Education and Training (TVET) ecosystem.

The Contracting Authority is exploring opportunities to expand its international activities through the establishment of Finnish-branded TVET unit(s) in India, building on Finland’s globally recognized vocational education model.

This Market Research and Feasibility Study seek to combine Finnish pedagogical approaches and training standards with India’s growing demand for industry-relevant skills, particularly in the sectors of:
– Technology and advanced manufacturing
– Natural resources and environment

The purpose of this assignment is to conduct comprehensive, evidence-based market research and feasibility study to support a strategic investment decision (go/no-go). The estimated starting date is 4.5.2026 and all required tasks and deliverables according to the agreed schedule and submit the evaluation and results no later than 31.8.2026.

Evaluation criteria
Proposals will be evaluated through a two-stage evaluation process consisting of a technical evaluation followed by a financial evaluation. The objective is to identify the proposal that offers the best overall value for money, considering both quality 90 % and cost 10%. Finally, the price and quality comparison points are added together. The tender with the highest points is selected as the contracting partner.

Requests for Clarification and Responses
Requests for clarification must be submitted by email to kirjaamo@ysao.fi no later than 10 April 2026 at 12:00 (noon Helsinki time). The subject line of the email must state: “Request for Clarification – Tender for Market Research and Feasibility Study.” A summary of all submitted questions and the corresponding responses will be published on this webpage related to the call for tenders no later than 13 April 2026 at 15:00 (Helsinki time). Summary:

Bidders are responsible for reviewing the published clarifications and taking them into account when preparing their tenders. Any additional information provided through other channels shall not be considered binding on the contracting entity. In order to ensure equal treatment of all bidders, inquiries concerning the call for tenders will not be addressed by telephone.

Submission of Tenders
The tender and all appendices and supporting documents must be submitted in English.
Tenders, including all appendices and attachments, must be submitted by email to kirjaamo@ysao.fi no later than 27 April 2026 at 12:00 (Helsinki time). The subject line of the email must state: “Tender for Market Research and Feasibility Study.” Tenders received after the specified deadline will not be considered.

The following are mandatory attachments to the offer:
– Tender Form duly completed and signed
– Legal documents: Certificate of Incorporation issued by the Registrar of Companies (ROC), Corporate Identification Number (CIN) extract / MCA Master Data, GST RegistrationCertificate
– Three references from comparable India based assignments
