Request for Quotation of Market Research and Feasibility Study

Ylä-Savon koulutuskuntayhtymä (the “Contracting Authority”) hereby invites tenders for the provision of comprehensive market research and a feasibility study concerning the potential establishment of Vocational Education and Training (VET) unit(s) in India.

India is undergoing rapid economic transformation and industrial growth, resulting in a rising demand for skilled labour, particularly within technology-driven industries and sustainable resource sectors. Concurrently, national and state-level authorities are prioritizing skills development through initiatives aimed at strengthening the Technical and Vocational Education and Training (TVET) ecosystem.

The Contracting Authority seeks to explore opportunities to expand its international activities through the establishment of Finnish-branded TVET unit(s) in India, leveraging Finland’s internationally recognized vocational education model.

This assignment aims to assess the potential for combining Finnish pedagogical approaches and training standards with India’s growing demand for industry-relevant skills, with a particular focus on the following sectors:
• Technology and advanced manufacturing
• Natural resources and environment

The purpose of this assignment is to deliver a comprehensive, evidence-based market research and feasibility study to support a strategic investment decision (go/no-go).

The estimated start date of the assignment is 11 May 2026. All tasks and deliverables must be completed in accordance with the agreed schedule, with final evaluation and results submitted no later than 31 August 2026.

Evaluation Criteria
Proposals will be evaluated through a two-stage evaluation process consisting of a technical evaluation followed by a financial evaluation. The objective is to identify the proposal that offers the best overall value for money, considering both quality 90 % and cost 10%. Finally, the price and quality comparison points are added together. The tender with the highest points is selected as the contracting partner.
The maximum available budget for this contract is EUR 15,000 (fifteen thousand euros), excluding VAT. Financial proposals exceeding this maximum budget will be considered non compliant

Clarifications
This re-launched procurement procedure does not include a separate “Requests for Clarifications” phase. Responses to clarification questions submitted under the original procedure remain valid and applicable, insofar as they are consistent with the revised scope of work, with the exception of those relating to the Location Assessment component. Summary of clarifications and responses

Bidders are responsible for reviewing the published clarifications and incorporating them into their proposals. Information obtained through other channels shall not be considered binding.
To ensure equal treatment of all tenderers, inquiries regarding this call for tenders will not be addressed by telephone.

Submission of Tenders
Tenders, including all appendices and supporting documentation, must be submitted in English.
All submissions must be sent by email to kirjaamo@ysao.fi no later than 07 May 2026 at 12:00 (Helsinki time). The subject line of the email must read: “Tender for Market Research and Feasibility Study.”
Late submissions will not be considered.

• Legal documents: Certificate of Incorporation issued by the Registrar of Companies (ROC), Corporate Identification Number (CIN) extract / MCA Master Data, GST Registration Certificate
• Three references from comparable India based assignments
• CVs of Lead Expert and team members (max 3 pages each).
